Failure to provide water and sanitation is a failure of governance.

Recognisng that
water is a human right is not merely a concept; it is about mandating a process to make safe water widely available.
It establishes the obligation of governments to legislate and finance and carry out work that brings safe water and sanitation to those who need it.
Why did New Zealand abstain?  Because they know that.  We were nearly there too.
